Zimbabwean President Emmerson Mnangagwa has announced the suspension of all tariffs on goods imported from the United States, just days after US President Donald Trump imposed an 18% tariff on Zimbabwean exports. The move, which Mnangagwa revealed in a statement on X (formerly Twitter), is aimed at fostering trade relations and increasing the flow of American goods into Zimbabwe.

Aims of the Policy

Mnangagwa stated that the suspension is intended to "facilitate the expansion of American imports within the Zimbabwean market while simultaneously promoting the growth of Zimbabwean exports destined for the United States." The total trade between the two nations amounted to $111.6 million in 2024, with Zimbabwe’s primary exports to the US being tobacco and sugar.

Historical Context

The relationship between Zimbabwe and the US has been strained for decades, particularly since the early 2000s when Washington imposed sanctions against Zimbabwe under former President Robert Mugabe. While these broad sanctions were lifted last year, targeted measures remain in place against Mnangagwa and other senior officials due to allegations of corruption and human rights abuses.

The decision has sparked debate within Zimbabwe and beyond. Prominent journalist and activist Hopewell Chin’ono criticized the move as a "knee-jerk reaction," suggesting it might be an attempt by Mnangagwa to ease US sanctions. Chin’ono also questioned whether Zimbabwe’s limited exports to the US justify such a policy shift, arguing that it could undermine regional economic cooperation within organizations like the Southern African Development Community (SADC).

“Acting unilaterally contradicts the principles of regional economic cooperation,” Chin’ono wrote on X, warning that it risks sidelining Zimbabwe’s primary trade partners, such as South Africa, China, and the UAE.
