Nigerian Filling Stations Shut Over Delayed Rollout of Dangote Refinery Fuel Distribution

A number of filling stations across Nigeria have shut down operations due to delays in the much-anticipated rollout of fuel distribution from the Dangote Refinery.

Dangote Refinery had initially scheduled to start direct nationwide distribution of Premium Motor Spirit (PMS) and diesel by August 15, 2025, aiming to supply fuel directly to marketers, petrol stations, manufacturers, telecom firms, aviation, and other major consumers. The refinery planned to deploy a fleet of 4,000 Compressed Natural Gas (CNG)-powered tankers to ensure smooth distribution and reduce logistics costs.

However, the rollout has been stalled, largely due to ongoing truck numbering procedures and registration processes, according to the Independent Petroleum Marketers Association of Nigeria (IPMAN). IPMAN’s National President, Abubakar Maigandi, said that once the numbering was completed, distribution would commence within a week.

The delay has resulted in fuel scarcity and caused concern among marketers and consumers, with some filling stations opting to shut down temporarily. The refinery’s initiative, when launched, is expected to reduce fuel prices by eliminating logistics costs previously borne by marketers.

Despite the benefits, opposition from groups like the Natural Oil and Gas Suppliers Association of Nigeria (NOGASA) and the Petroleum Products Retail Outlet Owners Association exists, citing potential massive job losses.

Dangote Refinery has not officially commented on the delay but remains poised to transform Nigeria’s downstream oil sector once the distribution scheme kicks off.
